Viktor Debnár was born in 1979 in Prague. He graduated from the Faculty of Social Sciences of the Charles University in Prague (2003 and 2005, international territorial studies and American studies). In 1999–2001 editor in political and cultural monthlyPřítomnost [Presence], in 2003–04 librarian and from 2005 collaborator of the exile and samizdat library Libri prohibiti (Prague). Since 2005 has been working at the Arts Institute (Czech Cultural Contact Point for the EU Culture Programme, Literary Section, Newsletter and administration of institutumeni.cz / culturenet.cz); author ofProgramy mobility [Programmes for Mobility] (2005) for the Koncepce účinnější podpory umění 2007–2013 [Concept for More Efficient Support of the Arts in 2007–13] and a team member of  Studie stavu, struktury, podmínek a financování umění v ČR [The Study of the Situation, Structure, Conditions and Financing of the Arts in the Czech Republic] (2006–11) and Mapování kulturních a kreativních průmyslů v České republice [Mapping of the Cultural and Creative Industries in the Czech Republic] (2011−2015).

Author of Konopí a marihuana: Spojené státy americké a cannabis v první třetině 20. století [Hemp and Marihuana: The United States of America and Cannabis in the First Third of the 20th Century] (2005) and co-author of Podpora umění a kultury z Evropské unie [The Support for the Arts and Culture in the European Union] (2006, with E. Žáková and T. Tichá), Program Evropské unie Culture 2000: Projekty s českou účastí (2001–2006) [The EU Culture 2000 Programme: Projects with Czech Participation 2001–06] (with E. Žáková, Z. Kujová and Z. Lammelová), Společně napříč kulturami: Evropský rok mezikulturního dialogu [Together Across Cultures: The European Year of Intercultural Dialogue] (2008, with E. Žáková) a Umělci bez hranic: Mezinárodní spolupráce a mobilita v oblasti kultury [Artists without Borders: International Co-operation and Mobility in the Field of Culture] (2009, with E. Žáková and M. Müllerová); editor – Bohuslav Brouk: Zde trapno existovat (2008), O pošetilosti života i smrti (2009), O funkcích práce a osobitosti (2009), Životní sloh (2010) and Jiří Kárnet: Posmrtný deník: Přísně tajná odpověď Václavu Havlovi (2009). His articles have appeared in dailies (Právo, Lidové noviny), weeklies (Literární noviny, A2, Respekt) and other periodicals (Babylon, Host,Přítomnost, Mezinárodní politika, Dějiny a současnost, UNI); in 2009 he launchedwww.bohuslavbrouk.cz.
